Ein offenes Kommunikationssystem (engl.: open communication system) besteht aus Systemkomponenten, welche auf anerkannten, öffentlichen Standards und Normen beruhen. Dies sind beispielsweise offene Kommunikationsprotokolle. Komponenten offener Systeme sind herstellerunabhängig und unterstützen so die Interoperabilität in Kommunikationssystemen.
